In an emergency or crisis situation MERIS will provide:

Supports 400-600 simultaneous users, scalable to support more as needed.

· Inventory, Resource and Asset Management: Identify, request, and deploy assets
· Infrastructure & Resource Tracking via GIS: Situational awareness & location
· Plans & Procedures: SOPs, concept of operations, workflow
· Alert Notifications: Incidents, roll-over (cell, pager, home, etc)
· Private sector business response network integration for tracking donations, volunteers and private resources via a web portal


Highly Robust System
Clustered fail over design: if one of the two data centers is interrupted, the backup center will assume primary control nearly instantly

User Expectations
It is expected that the MERIS platform will be a NIMS compliant, web-based tool that will be used both on-line, and in some cases off-line, and offers:

· Event management regardless of scope and scale,
· A common operating picture,
· Support for private and public resource and asset management functions,
· Integrated credentialing tools,
· Minimization of redundant data input,
· Geo-mapping options with a network link to a GIS data warehouse encompassing geo-data and aerial photography of the entire state,
· Templates for planning, operations resource, finance and intelligence functions,
· Reports for current situation to include real-time weather and weather forecasting tools
