Missouri Department of Public Safety

The SHSP is the core assistance program that provides funds to build capabilities at the State and local levels and to implement the goals and objectives included in State Homeland Security Strategies and Initiatives in the State Preparedness Report. Activities implemented under SHSP must support terrorism preparedness by building or enhancing capabilities that relate to the prevention of, protection from, or response to, and recovery from terrorism in order to be considered eligible. However, many capabilities which support terrorism preparedness simultaneously support preparedness for other hazards. Major Missouri grant programs under SHSP include:

Regionalization: Missouri’s Regionalization of Homeland Security program is focused on establishing a common sense, logical governance structure and process to facilitate local, community level engagement in homeland security related decisions. Fourteen core disciplines at the county/local level have been identified to create a Regional Homeland Security Oversight Committee (RHSOC) for nine geographic regions throughout the State. Homeland Security Regional Response System (HS RRS): The HS RRS program is a system within the State of Missouri whose purpose is to provide enhancement for sustainable chemical, biological, radiological, nuclear, and explosive/Weapons of Mass Destruction (CBRNE/WMD) response capabilities and to achieve standardized resources for CBRNE/WMD response. Individual components in the HSRRS program can include, but not be limited to Haz-Mat teams, SWAT teams, Bomb Squads, and EMS teams with enhanced response capabilities to manage CBRNE/WMD incidents. Law Enforcement Terrorist Prevention Activities (LETPA): LETPA focuses upon the prevention of terrorist attacks and provides law enforcement and public safety communities with funds to support intelligence gathering and information sharing. States are required to ensure that at least 25 percent of their SHSP award funds and at least 25 percent of their UASI award funds are dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities. The UASI program focuses on enhancing regional preparedness in major metropolitan areas. The UASI program directly supports the National Priority on expanding regional collaboration in the National Preparedness Guidelines and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery. Consistent with the 9/11 Act, states are required to ensure that at least 25 percent of UASI appropriated funds are dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities, including those activities which support the development and operation of fusion centers. The MMRS program supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Successful MMRS grantees reduce the consequences of a mass casualty incident during the initial period of a response by having augmented existing local operational response systems before the incident occurs. The CCP mission is to bring community and government leaders together to coordinate the involvement of community members and organizations in emergency preparedness, planning, mitigation, response, and recovery. For more information on the CCP program, contact Joni McCarter, Grant Specialist.

The purpose of the TSGP is to create a sustainable, risk-based effort to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies. The BZPP provides funding to increase the preparedness capabilities of jurisdictions responsible for the safety and security of communities surrounding high-priority pre-designated Tier 1 and Tier 2 critical infrastructure and key resource (CIKR) assets, including chemical facilities, financial institutions, nuclear and electric power plants, dams, stadiums, and other high-risk/high-consequence facilities, through allowable planning and equipment acquisition. The EOC grant program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, and interoperable Emergency Operations Centers (EOCs) with a focus on addressing identified deficiencies and needs. This program provides funding for construction or renovation of a state, local or tribal governments’ principal EOC. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters caused by any hazard. The IECGP provides governance, planning, training and exercise funding to states, territories, and local and tribal governments to carry out initiatives to improve interoperable emergency communications, including communications in collective response to natural disasters, acts of terrorism, and other man-made disasters. If a State Administrative Agent (SAA) and Statewide Interoperability Coordinator (SWIC) / SCIP point of contact certify that its state or territory has fulfilled such governance, planning, training and exercise objectives, the Program provides the flexibility to purchase interoperable communications equipment with any remaining IECGP funds (contingent to a state or local 25% match). The EMPG provides financial assistance to sustain and improve comprehensive emergency management programs at the state, tribal and local levels for all hazards. EMPG has a 50 percent federal and 50 percent state or local cost share, cash or in-kind match requirement. For more information on the EMPG program, contact Theresa Stiles, Grant Specialist.

The NSGP provides funding support for target hardening activities to nonprofit organizations that are at high risk of terrorist attack. This program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. Additionally, the program is designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, state and local government agencies, and Citizen Corps Councils.
