Residential Substance Abuse Treatment Grant
(RSAT
) Program


 

 


The Residential Substance Abuse Treatment Formula Grant (RSAT) Program assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities.  The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders.

The State of Missouri is awarded funding through the U.S. Department of Justice, Bureau of Justice Assistance, and the Missouri Department of Public Safety is elected the State Administering Agency (SAA). 

The goal of the RSAT Program is to break the cycle of drugs and violence by reducing the demand for, use, and trafficking of illegal drugs.  The objectives of the RSAT Program are to enhance the capability of states and units of local government to provide residential substance abuse treatment for incarcerated inmates; prepare offenders for their reintegration into the communities by incorporating re-entry planning activities into treatment programs; and assist both the offenders and their communities through the re-entry process through the delivery of community-based treatment and other broad-based aftercare services.

Contract Period: July 1 to June 30

Purpose Areas: RSAT funds can be used to implement three types of programs:

  • Residential Substance Abuse Treatment Programs
  • Jail-Based Treatment Programs
  • Aftercare Programs

Funding: $721,662 for FY 2005; $215,347 for FY 2006;  $200,250 for FY 2007;  funding not announced yet for FY 2008

Match Requirement: All RSAT grant recipients must provide a match of 25% of the total project cost in the form of cash or in-kind contributions.

Eligible Applicants: Any state agency or local unit of government.

Application Information: Information about the current application period is made available during the month of April. The application deadline for the RSAT Program is generally in May, and awards are made on or about July 1 of each year.
