FEDERAL GRANT: In honor of Police Officer Byrne, a major U. S. Department of Justice initiative was titled the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The Department's Bureau of Justice Assistance (BJA) administers the program, which allow states and local governments to support a broad range of activities to prevent and control crime and to improve the justice system. The Missouri Department of Public Safety was elected the State Administering Agency (SAA) of these federal funds. The JAG Program replaced the Edward J. Byrne Memorial Formula (Byrne) Grant and the Local Law Enforcement Block Grant (LLEBG) Programs to create a single funding mechanism that will simplify the administration process for grantees. JAG supports local law enforcement, including multi-jurisdictional drug and gang task forces, drug courts, corrections, treatment, victim services, information sharing/technology, and prevention initiatives that strengthen the nation's criminal justice system. The procedures for allocating JAG funds is a formula based on population and crime statistics in combination with a minimum allocation to ensure that each state and territory receives an appropriate share. Traditionally, under the Byrne Formula and LLEBG Programs, funds were distributed 60/40 between state and local recipients. This distribution continues under the JAG Program. Contract Period: July 1 to June 30 JAG Purpose Areas: JAG funds can be used for state and local initiatives, technical assistance, personnel, training, travel, equipment, supplies and operational costs, contractual support, and information systems for criminal justice for any one of the following purpose areas:
JAG Funding: $6,819,432 (less pass-thru for LLEBG to equal $5,882,059) for FY 2005; $4,182,382 (less pass-thru for LLEBG to equal $3,472,835) for FY 2006; $6,235,117 (less pass-thru for LLEBG to equal $5,361,186) for FY 2007; $2,250,887 (less pass-thru for LLEBG to equal $1,808,548) for FY 2008 Match Requirement: All JAG recipients must provide a cash match of 25% of the total project cost. Eligible Applicants: Any state and local unit of government, or combination thereof are eligible to submit program applications for funding. State agencies must have budgetary spending authority for their requests. Application Information: Information about the current application period is made available during the month of January, and a pre-bid seminar is held in January of each year prior to the application period. This seminar provides information on the application process and the basic guidelines of the contract. The application deadline for the JAG Program is generally in March and awards are made on or about July 1 of each year. |

| In an effort to offset decreases in federal JAG funding over the past several years, the State of Missouri has appropriated $1.5 million (less 3% governor's reserve) of General Revenue monies for fiscal year 2009 to award to local multi-jurisdictional drug task forces. These monies are a one-time funding source, contingent upon the Governor's approval of the 2009 budget. All funds must be obligated and expended within the contract period. Contract Period: July 1, 2008 to May 31, 2009 (11-month period) JAG Purpose Areas: State supplemental JAG funds can be used for:
