Crime Laboratory Assistance Program (CLAP) |

The Crime Laboratory Assistance Program (CLAP) was created within the Director's Office of Department of Public Safety pursuant to 650.105 RSMo. Funds are collected pursuant to 488.029 RSMo and deposited into the State Laboratory Forensic Account. The purpose of this program is to make state financial assistance available to defray the operational costs incurred by crime laboratories, which make analysis of controlled substances in criminal court cases. CLAP funds are distributed through an application process and may be used for personnel, travel, equipment, supplies and operational expenses, and contractual agreements. CLAP Funding: Funds come from General Revenue and appropriations are made by the General Assembly each year based on the account balance. CLAP Match Requirement: Funded on a matching reimbursement basis of one dollar of state funding for each dollar of regional funding provided through fees or contributions that may be collected from local law enforcement agencies in Missouri. CLAP Eligible Applicants: Regional Crime Laboratories that receive an equal amount of fees or contributions from local law enforcement agencies in Missouri and are registered with the federal Drug Enforcement Agency (DEA) or Missouri Department of Health and Senior Services. |

| Missouri Crime Laboratory Upgrade Program (MCLUP) |

The Missouri Crime Laboratory Upgrade Program (MCLUP) is funded by the State Forensic Laboratory Account. Pursuant to 595.045 RSMo, a surcharge is assessed as a court fee within criminal cases statewide. These fees are deposited annually into the Account and administered by the Director's Office of Department of Public Safety to provide financial assistance to help defray expenses of crime laboratories. MCLUP funds are distributed through an application process to crime laboratories who analyze controlled substances, blood, breath, or urine for court proceedings in the State. These funds may be used for equipment, capital improvements, and operational expenses. MCLUP Funding: Funds come from General Revenue and appropriations are made by the General Assembly each year based on the account balance. MCLUP Match Requirement: N/A MCLUP Eligible Applicants: Regional Crime Laboratories that are registered with the federal Drug Enforcement Agency (DEA) or Missouri Department of Health and Senior Services. |
